BBC Gaza Film Ruled a 'Serious' Infringement of Media Rules, States Ofcom

The public service broadcaster committed a "serious breach" of media regulations by failing to disclose that the voice of a documentary about Gaza was the child of a Hamas administrator, as ruled by regulatory body Ofcom.

An investigation by Ofcom into the documentary titled Gaza: How to Survive a Warzone has found that the documentary was "substantially inaccurate".

The head of the BBC had earlier expressed regret, saying there had been "a serious error in relation to accuracy".

The authority has ordered the broadcaster to air a evening statement about its decisions.

"Given this constitutes a significant violation of our regulations, we are instructing the broadcaster to air a message of our conclusions against it on BBC Two at 9pm, with a timing to be determined," it said.

'Risk to Erode Credibility'

The authority's report said: "Our probe determined that the documentary's omission to reveal that the voice's male guardian occupied a post in the Hamas-run authority was materially misleading.

"Consequently that the public did not have essential details which may have been very significant to their evaluation of the narrator and the information he shared.

"Trust is at the center of the bond between a television network and its audience, especially for a national broadcasting corporation such as the public broadcaster.

"This failing had the potential to damage the very considerable levels of trust that the public would have put in a factual film from the broadcaster about the Gaza conflict."

The programme was withdrawn from iPlayer in February after the narrator's family links were revealed, and in this past July an internal BBC review determined it infringed the organization's content policies on accuracy.

A corporation official commented: "The Ofcom ruling is in line with the conclusions of the internal assessment, that there was a serious error in the film in relation to the broadcaster's journalistic policies on accuracy, which corresponds to clause 2.2 of the authority's broadcasting regulations.

"We have apologised for this and we agree with the authority's determination in complete. We will adhere to the penalty as soon as the schedule and wording are confirmed."
