English Councils Intend to Sell Off Social Clubs and Sports Centres to Manage Finances

According to a latest poll of municipal councils, UK councils are planning to sell social clubs, sports centres, and shopping arcades as they bet on a fire sale of assets to stabilize finances.

Growing Financial Pressures Prompt Asset Sales

A coalition of councils representing major urban areas in the UK reported that six out of ten of councils are planning to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Local governments have in the past come under fire for disposing of playing fields and open spaces to support their finances, but they contend they must continue to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a high proportion of authorities seeking to raise money from a quick sale of assets marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials said they would focus on restructuring services and using financial reserves to weather growing financial challenges.”

Detailed Cases of Planned Sales

One local authority in southeast England said its property management strategy featured the disposal of a shopping centre in Rainham and a community venue in another town to generate £20m over the next half-decade.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the plan.

Council Tax Rises and Wider Fiscal Pressures

The survey of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will have to increase local levies next April to cover the rising cost of essential services, increased rates of homelessness, and a longstanding accommodation deficit.

Medway council explained it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting creative strategies but some of these require time to achieve both better provisions and cost efficiency,” said a council leader.

He added: “We face population challenges which will persist to add to the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

Countrywide Patterns and Projections

Research of county councils recently also found council budgets being stretched by the increasing figures of young people and adults needing Send support.

The County Councils Network said that council deficits will hit £4.4bn a year by 2029, as they struggle to cope with rising needs.

Ministers have put off planned reforms to the Send system until the coming year after a white paper outlining those reforms was recently delayed.

Disadvantage and Funding Gaps

Based on the latest indices of deprivation (IMD) covering UK local authorities, several participating urban areas were among the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the latest deprivation indices,” noted the report.

“While only one key city is in the ten most deprived for deprived neighbourhoods countrywide, urban areas are far more likely to be in the most deprived fifth of England. The data underscores the extent of difficulties facing municipal officials across key cities in the next twelve months,” the analysis concluded.

“Local government leaders have been clear about the necessity for a fair and sustainable financial structure that reflects and responds to the real levels of deprivation and demand,” stated Michael Mordey.

“Lacking this, local authorities will continue to face difficult decisions around which essential services to allocate spend to, and which to reduce, to the disadvantage of their residents.”

One in five of local authorities have cut or compromised care services in the last year, the study revealed.
